The bridge spans over the Norfolk Southern DeButts Railyard, connecting East Chattanooga to other parts of the city.

Built over 70 years ago, the bridge has been deemed structurally deficient, with a sufficiency rating of 32.7 and a deck condition rating of 4 (poor).

Due to its compromised state, it cannot support heavy vehicles, including emergency services and public transit, leading to increased response times and detours. The replacement aims to provide a structurally sound, multimodal crossing that meets current design standards, enhancing safety and mobility for all users.

WA provided pre-construction surveying services leveraging traditional surveying as well as terrestrial and aerial lidar surveying. WA also provided construction staking services.
