Eldest son of company founder Charles Wilson, Joey began accompanying his father to the office and to job sites at the age of 10. As a teenager, he worked summers and any chance he could at the company until he graduated from Tennessee Tech University with a bachelor’s degree in Civil Engineering in 1996 when he joined the firm full-time. Today, as President, he oversees all aspects of Wilson & Associates’ operations.

Joey earned his professional Registration in Land Surveying (RLS) in 2000 and his Professional Engineering license (PE) in 2002. He is a member of the American Society of Civil Engineers, the American Society of Highway Engineers, the Tennessee Society of Professional Engineers, the Tennessee Association of Professional Surveyors, and the Tennessee Road Builders Association board of governors.

Joey has over fifteen years of experience in engineering and computer-aided drafting and design. He has reverse-engineered more than fifty sets of TDOT roadway and bridge plans for use in establishing project control, rights of way, clearing limits, and checking for errors. In the last five years, he has worked with DOTs in Tennessee, Georgia, Virginia, and North Carolina to make design changes or improvements to roadway plans that will more efficiently facilitate their construction. Mr. Wilson has also produced three-dimensional computer drawings from original and final cross-sections to establish final quantities on some twenty TDOT projects and several out-of-state highway projects.

A father of three children (who can often be found in the W&A offices, following in their dad’s and granddad’s footsteps), Joey is also an active member of Franklin First United Methodist Church, where he has served on the board of trustees, the Visioning Committee for Integrated Church Communities and the Mission Committee. He has participated in several mission trips to Biloxi, Mississippi, to help rebuild the town’s communities after Hurricane Katrina, and he continues to participate in local and regional mission projects.

Like his brother Joey, Justin grew up in the family business. From age 13, he worked alongside the company’s crews. When he graduated from high school in 1999, he moved up to junior party chief. After attending Tennessee Tech University, Justin returned to Wilson & Associates full-time.

Justin presently oversees survey crew assignments, directs job site logistics, formulates quotes for new projects, maintains client relations, and coordinates all company field operations.

Justin is a member of the Tennessee Road Builders Association’s Young Leaders group, the Associated General Contractors of America, the Williamson County Chamber of Commerce (Tennessee), and the Next Generation Heritage Foundation.

Jon Slemp, PE, PS

A Tennessee Professional Engineer, Jon Slemp has been with Wilson & Associates since he received his master’s degree in Civil Engineering in 2002. In his position as Data Manager, he calculates all required data for project layouts, and supplies that data to the Wilson & Associates crews, as well as to clients for their use.

An accomplished civil engineering professional with experience in both the environmental and transportation fields. Jon was one of the first EPSC (erosion prevention and sediment control) inspectors in the state of Tennessee. With a background and a master thesis in constructed wetlands for use in water filtering, he was more than qualified to inspect TDOT grading and drainage projects for proper use of sediment control measures – known today as BMP’s.

Jon received both his Bachelor’s and Master’s Degrees in Civil Engineering from Tennessee Tech University in Cookeville, TN. While in college, he worked as a surveyor for Carter Carr & Associates Surveyors and Planners (in Kingsport, TN), and he interned with the Tennessee Department of Transportation, performing job inspections and survey jobs for a state highway project.

Jon is a member of the International Erosion Control Association.

Jonathan Bailey, PS

Vice President & COO

With a bachelor’s degree in Surveying and Mapping from East Tennessee State University, Jonathan joined Wilson & Associates right out of college in 2000. As data/survey manager, he manages survey coordination for projects in east Tennessee, southwest Virginia and western North Carolina, while identifying and resolving plans-related construction issues with clients. He also calculates required data for project layouts, constructs three-dimensional models for use in automated grading systems and coordinates post-process static GPS control networks.

A member of the Tennessee Association of Professional Surveyors, Jonathan holds a professional surveying license in both Tennessee and Virginia.

Anthony “Tony” Holcomb, PE, CPESC

President Environmental Division

Prior to joining Wilson & Associates, Tony was in charge of engineering design for several Tennessee Department of Transportation projects. He also prepared and oversaw the implementation of erosion-control plans as part of the overall recreational park developments in Columbia, Hohenwald, Manchester, Dickson, Kingston Springs, Savannah, Lexington, Kingston, Pegram, and Germantown, Tennessee.

Tony earned his bachelor’s degree in Engineering from Vanderbilt University in Nashville, TN, in 1969. Since then, he has continued to add to his wealth of knowledge by completing numerous continuing education courses and workshops, including professional certification for Erosion Prevention and Sediment Control (CPESC), and Levels I and II, of the Tennessee Department of Environment and Conservation.

His many professional affiliations include the National Society of Professional Engineers, the Tennessee Society of Professional Engineers, the International Erosion Control Society, the Soil & Water Conservation Society, the American Road & Transportation Builders, and the American Society of Highway Engineers.

A 1958 graduate of Tennessee Tech University in Cookeville, TN, Cecil has more than 53 years of experience (mostly in management) in the highway-construction industry, giving him the firsthand knowledge necessary to work with all parties to find fair, timely solutions.

Cecil is a member of the Tennessee Road Builders Association, for which he served as president in 1996.
